Information:

Background

The sound broadcasting licences of Hong Kong Commercial Broadcasting Company Limited (CRHK) and Metro Broadcast Corporation Limited (Metro) are valid for 12 years and will expire on 25 August 2028. Under the Telecommunications Ordinance (Cap. 106), the Chief Executive in Council (CE in C) may renew the sound broadcasting licences on the recommendation of the Communications Authority (CA). The two sound broadcasting licensees have submitted their licence renewal applications to CA. The Authority will conduct a detailed assessment against all statutory requirements, licence conditions, and codes of practice, and gauge and consider views from both the public and the licensees, before making its recommendations to CE in C.

The public consultation, running from 7 October to 6 December 2026, is to gauge public views on the services provided by CRHK and Metro.

Information and views received will be used exclusively for purposes relating to sound broadcasting licences. Any personal data collected will be handled in accordance with the provisions of the Personal Data (Privacy) Ordinance. Any confidential material in the submissions should be clearly marked, and CA will take this into account when determining whether such information should be disclosed. No acknowledgement of receipt will be issued for views and comments submitted.

Online Public Hearing

Members of the public may register for the online public hearing to express their views:

  • Online Public Hearing (OPH)
    - Date: 7 November 2026 (Saturday)
    - Time: 1:00 p.m. to 3:00 p.m.
    - Language: OPH will be conducted in Cantonese. Participants may express their views in Cantonese, Putonghua or English
    - How to take part: Registration is required. Successful registrants may join the hearing online or by telephone to express their views
    - The OPH will be broadcast live on RTHK Radio 1 and carried as a live audio webcast on this thematic webpage
  • Registration


    Members of the public may register by email (radio-oph@ofca.gov.hk), phone (2961 6638 or 2961 6701) or mail (Office of the Communications Authority – Attn: Broadcasting Section 33, 20/F, Wu Chung House, 213 Queen's Road East, Wan Chai, Hong Kong). Deadline for Registration: 16 October 2026 (Friday).

  • Rules to be observed


    In the event that the OPH is oversubscribed, participant selection will be conducted by ballot. CA will notify all registrants of the results by 30 October 2026 (Friday), and provide successful registrants with attendance details. The speaking order will be determined by lot. Participants are required to adhere to the house rules to facilitate an orderly and productive sharing of views. Those unable to attend are invited to submit their feedback through the online instant message feature on the live audio webcast page, or in writing during the public consultation period.

  • Sending in views during the OPH


    Members of the public listening to the live audio webcast may send in their views concurrently through the online instant message function on the webcast page. The moderator may read out select comments during the OPH, depending on the proceedings.

  • Arrangement in the Case of Inclement Weather


    OPH will be postponed if a No. 8 or higher Tropical Cyclone Warning Signal, a Black Rainstorm Warning, or an "Extreme Conditions" announcement remains in force 5 hours prior to the commencement of the public hearing on 7 November 2026. (Postponement arrangements will be announced on the thematic webpage of CA's website.)
