CA Launches Public Consultation on Renewal of Sound Broadcasting Licences

The Communications Authority (CA) announced today (7 October 2026) the commencement of a two-month public consultation on the renewal of sound broadcasting licences.

The sound broadcasting licences of Hong Kong Commercial Broadcasting Company Limited (CRHK) and Metro Broadcast Corporation Limited (Metro) are due to expire on 25 August 2028. CRHK and Metro have submitted their licence renewal applications to the CA. In accordance with the requirements under the Telecommunications Ordinance (Cap. 106) (TO) and the established procedures, the CA will carry out an assessment of the licensees' past performance and collect public views through various means, including carrying out a two-month public consultation, an opinion survey, an online public hearing (OPH) and focus group discussions. The CA will take into account the licensees' performances and renewal proposals, views of the sector and public, the latest industry developments, etc., and make recommendations on the licence renewal applications to the Chief Executive in Council by May 2027.

Members of the public may give their views through various means, including written submissions during the period from 7 October to 6 December 2026 (by email: radio-pc@ofca.gov.hk, fax: 2507 2219 or mail: Office of the Communications Authority (Attn: Broadcasting Section 33), 20/F, Wu Chung House, 213 Queen's Road East, Wan Chai, Hong Kong); and/or by participating in the OPH which will be held on 7 November 2026. The sound broadcasting licences of CRHK and Metro are valid for 12 years from 26 August 2016 to 25 August 2028. As required by their licences, the two licensees have submitted their licence renewal applications to the CA not less than 24 months before the expiry of the validity period of their licences. Having regard to the expiry of the two licences on the same date, the CA will carry out a consolidated review exercise for their renewal applications in accordance with the TO and the established procedures.
