Background

The domestic pay television programme service (pay TV) licence of Now TV Limited (Now TV) is valid for 12 years and due to expire on 25 September 2027. According to the Broadcasting Ordinance (Cap. 562), the Chief Executive in Council (CE in C) may renew pay TV licence of Now TV on the recommendation of the Communications Authority (CA). Now TV has submitted its licence renewal application to CA which will carry out a detailed assessment of performance of Now TV against relevant statutory requirements, licence conditions, codes of practice, as well as public views on the service of Now TV in the formulation of its recommendations to CE in C.

Purpose

The purpose of the public consultation is to gauge views from members of the public on the pay TV licensed service of Now TV. CA will take into account public views received in formulating recommendations to CE in C on the licence renewal application.

For easy reference by members of the public, a summary of Now TV's licensed pay TV service, investment plan and major regulatory requirements on pay TV service and the compliance by Now TV with these requirements are set out in the information document.

Televised Online Public Hearing

Members of the public may register for the televised online public hearing to express their views:

  • Televised Online Public Hearing (TOPH)
    - Date: 17 January 2026 (Saturday)
    - Time: 1:00 p.m. to 2:30 p.m.
    - Language: TOPH will be conducted in Cantonese. Participants may express their views in Cantonese, Putonghua or English (sign language will be provided to the hearing impaired)
    - The public hearing will be live broadcast on Channel 331 now Direct of Now TV and CA's website

  • Rules to be observed


    In the case of oversubscription to the TOPH, participants will be determined by ballot and successful registrants will be informed in advance. Participants should comply with the house rules for TOPH to be introduced at the start of the TOPH.

  • Arrangement in the Case of Inclement Weather


    TOPH will be postponed if No. 8 or higher Tropical Cyclone Warning Signal, Black Rainstorm Warning or "Extreme Conditions" announcement remains in force 5 hours prior to the commencement of the public hearing on 17 January 2026. (Postponement arrangements will be announced on the thematic webpage of CA's website.)
