They refer to television programme services which are intended or available for reception by more than 5,000 domestic households or hotel rooms in Hong Kong on payment of a subscription and primarily target Hong Kong. Compared to domestic free television programme services the penetration rate of which is close to 100%, they are less pervasive and influential. Given that subscription to the service is voluntary, and the provision of a television programme service locking device is a mandatory requirement, sufficient safeguards are in place so as to allow a more relaxed regulatory regime.
