Communications Authority Press Release (June)

This press release summarises the decisions of the Communications Authority (CA) following its 108th meeting held in June 2021.

Breach of Licence Condition by WarnerMedia Asia Pacific (HK) Limited (WMAP)

The CA decided that WMAP, a non-domestic television programme service (non-domestic TV) licensee, has breached Condition 10.1 of its non-domestic TV licence by failing to seek the requisite approval of the CA prior to the implementation of a change to the line-up of programme channels during the period from 16 December 2020 to 15 March 2021. Taking into account the circumstances of the case as well as the nature, duration and severity of the breach, the CA decided that WMAP should be strongly advised to observe the relevant licence condition more closely.

Breach of Licence Condition by Phoenix Satellite Television Company Limited (Phoenix)

The CA decided that Phoenix, a non-domestic TV licensee, has breached Condition 10.1 of its non-domestic TV licence by failing to seek the requisite approval of the CA prior to the implementation of the changes to the shareholding structure of Phoenix during the periods from 18 July 2018 to 24 March 2021 and from 22 August 2018 to 24 March 2021. Taking into account the circumstances of the case as well as the nature, duration and severity of the breach, the CA decided that Phoenix should be advised to observe the relevant licence condition more closely.

Broadcast Complaint

The CA considered a complaint case about the television advertisement for "JcoNAT Naturally-Existing Disinfectant" (「JcoNAT原生除菌液」電視廣告) broadcast on the Jade Channel of Television Broadcasts Limited (TVB) in June 2020. The CA decided that TVB should be advised to observe more closely the relevant provision of the Generic Code of Practice on Television Advertising Standards. Details of the case are at Appendix.
